  Beekman Street Traffic Changes and Closures

  On October 13, 2008, the city Department of Design and Construction will begin the second phase of reconstruction work on Beekman Street. The new segment will begin at William Street and continue westward to Nassau, ending mid-block. Part of the Beekman Street/Park Place Reconstruction project, work includes water main, sewer, and utility reconstruction, and will be followed by construction of new curbs, sidewalks, and roadways.

Crews will work weekdays from 7 a.m. to 7 p.m., and weekends from 8 a.m. to 10 p.m. Beekman Street will be closed to vehicles during work hours, and on weekends only the city will close the intersections of Beekman and William and Nassau. Beekman Street will be made one-way eastbound from Park Row to Nassau Street during this project segment.
  City Embargoes Construction for Holidays

  Beginning Monday, November 24th, the city’s annual holiday construction embargo will be in effect through Friday, January 2nd, 2009, as well as on Friday, November 21st from 6 a.m. to 11:59 p.m. The embargo is an annual suspension of city-issued construction permits to help maintain pedestrian and vehicular traffic flow through the holiday season. The city Department of Transportation (DOT) will void all permits during the six-week embargo period, though project managers can request a waiver enabling work to continue, some with reduced work zones and other revised stipulations. Specific streets affected by the embargo are listed on the DOT site here.
  Fulton Reopens from Broadway to Church

  Starting Monday, December 22nd, Fulton Street west of Broadway will again be open to vehicles. Closed since early 2008, the roadway between Broadway and Church Street was rebuilt with a new water main and other utilities as part of the larger Fulton Street capital project. Related work in the Broadway-Fulton intersection also is complete. The road reopening means that vehicles traveling south on Broadway will again be able to turn right (west) onto to Fulton.

  The city Department of Transportation has revised the traffic pattern to accommodate the capital reconstruction of Fulton Street, which began in July 2007. The project will replace Fulton Street’s 150-year-old water main, as well as upgrade utilities and improve the street’s drainage system.

Fulton Street between Broadway and Nassau is closed to vehicles as of September 2007. Work is being coordinated with the MTA, which is at work on the adjacent Fulton Street Transit Center.

Fulton Street between Gold and Ryder’s Alley is closed to vehicles as of August 2007. As a detour, vehicles traveling westbound on Fulton can turn right (northbound) onto Gold Street.

Fulton Street between William and Gold is closed as of January 2008 through winter 2008/09 for mass excavation and water-main installation. Vehicles will no longer be allowed to turn right from Gold Street onto Fulton.

The Fulton Street reconstruction project will continue through 2009 and requires road and lane closures as the project proceeds. Sidewalks will be maintained. The city plans to expedite the curb-to-curb utility work by allowing crews to work double shifts six days a week (weekdays 7 a.m. to 10 p.m., Saturdays 8 a.m. to 10 p.m.).

  Holland Tunnel

  At the Holland Tunnel, cars, commercial vehicles and trucks in classes 1, 2, and 3 (small two- and three-axle single unit trucks) are permitted westbound, but restricted eastbound into New York City. The ban on larger tractor trailers and trucks in classes 4, 5, and 6 (four, five and six-axle trucks) remains in effect in both directions.

  Park Place Block Goes Eastbound for Reconstruction

  Roadway reconstruction work is moving eastward on Park Place beginning October 13, 2008. With work wrapping up west of Church Street, city Department of Design and Construction crews will shift to the south side of Park Place between Church Street and Broadway.

Westbound traffic will be prohibited, but two eastbound traffic lanes will be maintained throughout this approximately six-month-long project. Buses on that block of Park Place also will be re-routed to Warren Street on October 13th, and signs alerting riders will be posted. Crews will begin on the north side upon completion of the south-side reconstruction. Part of the Beekman Street/Park Place Reconstruction project, work includes sewer and other utility upgrades, as well as reconstruction of new curbs, sidewalks, and roadways.
  Warren Street One-Way Eastbound in BPC

  As of August 8, 2008, the state Department of Transportation (SDOT) made Warren Street temporarily be made one-way eastbound in Battery Park City (BPC) between West Street and North End Avenue. Parking is fully restricted.

The change accommodates eastbound traffic in BPC while the left turn from Vesey Street onto northbound West Street is prohibited through late November 2008. When utility and roadway-reconstruction work at Vesey Street is complete, Warren will be reopened to its original traffic pattern.

SDOT advises motorists to use Chambers, Murray, or Vesey Street to access North End Avenue and Battery Park City during this time. These traffic changes are part of the West Street Promenade Segment 2 project, which is slated for completion in late 2009.

  West Street Lanes Shift at WTC Site

  On December 23rd, the state Department of Transportation will shift the northbound lanes of West Street to the east between Liberty and Vesey Streets. The shift relocates traffic onto a 75-foot-long bridge adjacent to the World Trade Center site, over the excavated portion of the new "east-west connector." By moving traffic east, the Port Authority is able to continue excavating and building the pedestrian tunnel below West Street. A similar shift will occur for the southbound lanes in 2009.
  Year-Long Holland Tunnel Repaving Project Begins

  The Port Authority is launching a $5.5 million capital project to repave the Holland Tunnel this weekend. Starting October 4, 2008, crews will mill and pave both the north and south tunnels (including the approach ramps), rebuild curbs, and replace five cross drains. Work hours will be Saturdays and Sundays from 1 a.m. to 8 a.m. The project will continue through fall 2009, and will help reduce frequent asphalt concrete pavement repairs. The tunnel roadways were last repaved in 1988.

  Cortlandt Street R/W Station Closure

  MTA New York City Transit has temporarily closed the Cortlandt Street R/W station for work to support the Fulton Street Transit Center and World Trade Center Transportation Hub projects.

The station closed on August 20, 2005, with trains bypassing the station between Rector Street and City Hall. The station's reopening date is to be determined based on work necessary at the east side of the World Trade Center site.

Work at the Cortlandt Street station involves the creation of a new 150-foot underpass that will become the connection between the future World Trade Center development and the Dey Street concourse to the Fulton Street Transit Center.

Morning Service
Downtown-Only- Passenger drop-offs begin at Battery Place and continue as buses proceed north on Church Street. All Command bus stops will be marked and are as follows:

The inbound all-stops buses will drop off at the same locations as the downtown-only bus except for the Worth Street stop.

Afternoon Service
All-stops buses operate south on Water Street to Brooklyn-Battery Tunnel making the following stops:

Queens Surface QM1/1A and Triboro Coach QM11 and QM24 buses have returned to their traditional lower Manhattan routes, although the buses, which normally turn right on Vesey Street, will continue north on Church Street to Park Place until Vesey Street is reopened. The buses turn right on Park Place, right on Broadway, and then left at Park Row, returning to their regular route.
  Cortlandt Street R/W Station Closure

  MTA New York City Transit has temporarily closed the Cortlandt Street R/W station for work to support the Fulton Street Transit Center and World Trade Center Transportation Hub projects.

  The Downtown Connection bus service will not operate on Thursday, December 25, 2008, the Christmas holiday. Normal service will resume on Friday December 26th at 10am.

  STATEN ISLAND FERRY
All Staten Island Ferry service remains free to the public. There are absolutely no vehicles allowed on the ferry until further notice.

Boats from St. George Terminal in Staten Island run every 20 minutes between 6:00 a.m. and 8:00 a.m., every 15 minute from 8:00 a.m. to 9:00 a.m., and then every 30 minutes until the evening rush hour. Boats depart every 20 minutes from 3:30 p.m. to 5:30 p.m., every 15 minutes from 5:30 to 7 p.m., and then resume a 30-minute schedule.

Ferries from Whitehall Terminal in Manhattan operate every 20 minutes from 6:30 a.m. to 8:30 a.m. and every 15 minutes from 8:30 to 9:30 a.m. Boats are on a half-hour schedule from 9:30 a.m. to 4:00 p.m. For evening rush hour, boats run every 20 minutes from 4:00 p.m. to 5:00 p.m., every 15 minutes from 5:00 p.m. to 7:00 p.m., and every 20 minutes from 7:00 p.m. to 8:00 p.m. After 8:00 p.m., boats run every hour.

The Staten Island Ferry runs every 25 to 30 minutes during weekends and holidays.

Upper and lower levels opened at Whitehall Terminal for loading and unloading passengers.
