Extended Embargo for Hurricane Cleanup

The post-hurricane construction embargo is extended to December 31st

The city has extended the citywide construction embargo following Hurricane Sandy to Saturday, December 31st at 6 a.m. The embargo affects only certain areas of the five boroughs, including all Zone A areas, and in Lower Manhattan as follows:

  • FDR Drive from East Houston Street to Battery Park Underpass

  • Battery Park Underpass from West Street to FDR Drive

  • West Street from West Houston Street to Battery Park Underpass

The embargo allows state, city, utility, and private crews to perform emergency and cleanup operations. Through the embargo, only emergency work may be performed provided an emergency number is received from the city Department of Transportation.

For Emergency Permit numbers for street excavations, utility cover openings, emergency generators, boilers and cranes, only registered permittees should fax the DOT Central Permit Office at (718) 391-3631 or (718) 391-3405 from 7:30 a.m. to 3:25 p.m., Monday to Friday. Work also may continue in the embargoed areas behind closed barriers provided it does not impact on travel lanes or interfere with any ongoing construction activities related to Hurricane Sandy recovery.

The annual Holiday Construction Embargo also is in effect through January 2, 2013. Only projects with city DOT waivers are allowed to continue work as permitted through this embargo.
