The reduction of unnecessary vehicle idling is imperative to improving local air quality and is also part of the Environmental Performance Commitments (EPCs). The LMCCC directs vehicle-idling compliance checks within Lower Manhattan, specifically targeting construction vehicles for compliance with New York City Local Law No. 25 of 2004. Compliance with idling regulations continues to be generally good in Lower Manhattan, especially among construction vehicles and in areas where LMCCC actively educates drivers about idling regulations. The majority of vehicles that do not comply with the idling law are observed to be delivery vans and cars, taxis, and limousines. Often the cause of unnecessary idling is the lack of knowledge of the existing law.
