The executive director reports
directly to Governor Eliot Spitzer and Mayor Michael
Bloomberg and ensures that all of the public and private
construction in Lower Manhattan south of Canal Street
from river to river proceeds as scheduled.
He is primarily responsible for coordinating the scheduling and staging of the overall rebuilding plan, along with the day-to-day coordination of construction work downtown. He places particular focus on mitigating impacts on the environment and mobility, maintaining and improving access, and alleviating congestion of any kind related to construction.
The executive director also manages community information, construction logistics, utilities, environmental compliance, safety, fraud prevention, diversity, and equal employment opportunity by integrating more than 50 diverse projects and incorporating dozens of public agencies and private developers into one cohesive redevelopment program.
To preserve the vitality of Lower Manhattan, the executive director mediates conflicts between projects, agencies, and the downtown community and works to resolve design and construction disputes. Additionally, he communicates regularly with residents, businesses, and the general public through a public outreach campaign that focuses on critical issues.
By carefully balancing the enormous amount of construction
taking place, the executive director works to ensure
that Lower Manhattan is positioned as the premier 21st-century
central business district and that the quality of life
downtown is maintained and significantly improved.
