Washington and Carlisle to Close for Crane Removal

This weekend, Tishman Construction will remove the remaining tower crane sections at 123 Washington Street, soon to open as a W Hotel. The removal requires a temporary full closure of both Washington and Carlisle Streets beside the work site on Saturday and Sunday, November 21st and 22nd. Facade work will continue on the tower using the building hoist for the next several weeks. The new hotel is slated to open in March 2010.

BPC Site 23 Crane Removal to Close Warren Street

The crane is coming down at Battery Park City Site 23, requiring a full closure of Warren Street on Saturday, November 21st, from 6 a.m. to 7 p.m. The closure allows Plaza Construction crews to dismantle the crane using Warren Street in BPC, as well as the northbound lane of North End Avenue between Murray and Chambers Street. The roadways will be restored overnight on Saturday. The tower crane was used to erect the 22-story residential building, which is slated to open in January 2011.

Holiday Construction Embargo Dates Set

The 2009 holiday construction embargo begins on Monday, November 23rd at 6 a.m., when some projects will suspend operations to help with traffic flow through the holiday season. During the embargo, the city DOT voids all construction permits -- though project managers can request a waiver enabling work to continue, some with revised work stipulations. The 2009 embargo also includes November 20th from 6 a.m. to 11:59 p.m.; it officially ends on Saturday, January 2nd, 2010.

Rector Street Closed east of West Street

Rector Street is dead-ended east of West Street through approximately early December 2009. The temporary dead-end allows for Con Edison manhole construction in the middle of the roadway/crosswalk area. Motorists are advised to use Albany Street between Washington and West Street during the Rector closure.

West Thames Park Renovation Underway

The renovation of West Thames Park in BPC began October 13th. State DOT crews have closed the park between West Thames and Albany Street, with reopening planned for late May 2010. The dog run remains partially open.

Cortlandt St Northbound Subway Platform Reopens Wednesday |
| |
At 3 p.m. on November 25th -- more than a month ahead of schedule -- the MTA will reopen the northbound platform of the Cortlandt Street R/W subway station. The station was closed in summer 2005 while crews excavated for and built the structure of the Dey Street pedestrian concourse. That work was completed earlier this year, allowing crews to restore the northbound platform. The southbound platform will remain closed through appx. 2011.

Fulton Subway Station Access Changes for Transit Center Construction |

MTA contractor Skanska Construction has now closed the Fulton subway station entrance at the southwest corner of Fulton and William Street, part of the Transit Center A/C mezzanine construction. Crews also have begun creating barricaded work zones on the A/C platform and in the corridor to the 4/5 platform, and ramps will be replaced by temporary stairs in November and December 2009. Vesey Street Bus Stop Temporarily Relocated |

The rebuilding of Vesey Street infrastructure in BPC continues, and several bus stops are relocated. Since October 18th, the southbound M22, X3, X4, X25 and X90 now stop on the west side of North End Avenue just south of Murray Street, through the end of 2009. The X6, X7, X9 and X10 bus stop are at the east end of Vesey Street through the end of the year, with a shift to the west end for November only.

LMCCC Reports Decrease in Downtown Air Pollution |

Air monitoring data from the LMCCC shows that air quality in Lower Manhattan has improved over the past several years. The agencys Environmental Compliance program has helped minimize construction-related air pollution south of Canal Street, despite the unprecedented amount of development taking place. Accorded to monitoring data, there has been an overall decrease in air pollution in Lower Manhattan for several years, including concentrations of particulates.

The Department of Environmental Protection (DEP) and other regulators and agencies continue to oversee air quality at the 130 Liberty Street site. Air monitoring is ongoing with daily samples and analysis.

LMCCC Air Monitoring Program |

The Lower Manhattan Construction Command Center (LMCCC) has implemented an air quality monitoring program to monitor the cumulative impact of all Lower Manhattan construction projects. The LMCCC is conducting daily air monitoring at the following sites throughout Lower Manhattan: 292 Greenwich Street, 80 Catherine Street, 1 World Financial Center and 154 Nassau Street.

Three Questions for Rich Dalessio, Fiterman Hall deconstruction |

Rich Dalessio has been the DASNY project manager at Fiterman Hall since 2005, overseeing the various stages of planning, and coordinating safety protocols with partner agencies. He has worked closely with construction managers and consultants to keep the community informed. Now, with the 1959 building nearly down to only its substructure, we asked Dalessio about the remaining work, and what the process will be for making it a new-construction site.

WTC Memorial Plaza on Schedule for 2011 Opening |

Already the north tower footprint is clear -- a square concrete hollow that will eventually hold a reflecting pool surrounded by the largest man-made waterfall in the world. Nearby, the south tower’s footprint is halfway done, and below grade, oversized artifacts are being moved into their future homes. That was the report from Joe Daniels, president and CEO of the National 9/11 Memorial and Museum. Daniels presented the latest news to CB1 on November 9th.

Liberty Street Pedestrian Access Changes |

The Port Authority is reconfiguring the Liberty Street walkway the south side of the WTC site as needed to continue excavating the South Bathtub. The bathtub work also necessitates the reconfiguration of the Liberty Street Pedestrian Bridge during fall/winter 2009/2010.
