In late September 2006, Con Edison crews began a three-month utility and manhole relocation project on West Street at Albany. The project was to relocate utilities and build two new manholes, to make way for World Trade Center site redevelopment that includes sections of Liberty Street.

To help maintain the flow of traffic, crews worked predominantly over nights and weekends, with no noisy work overnight.

The project was completed in early January 2007.
